Alexis Carter-Black was employed as the Coordinator then Director of Grants and Contracts at Oklahoma City
Community College (OCCC) from 2000 to 2008, where she was responsible for all aspects of grant proposal
development and administration. These duties included assisting College faculty and staff with researching funding
sources; grant proposal idea development, planning, writing, editing, and submission; program creation and
evaluation; monitoring pre and post award activities; and ensuring compliance with and adherence to federal and
state law and other funding agency rules and regulations. Under her leadership, OCCC was awarded $20.5 million
in external funding over a seven and one-half year period.
Ms. Carter-Black previously worked for the Oklahoma State House of Representatives as a Research Analyst and
Special Projects Coordinator. At the House of Representatives, she provided research and policy analysis for the
House Standing Committees on Economic Development; Commerce, Industry, and Labor; Small Business; and
Banking and Finance. Other duties included constituent service, drafting legislation, writing speeches and press
releases, and special event planning. Alexis received a Bachelor of Arts degree in Political Science and a Master of
Public Administration degree, both from the University of Oklahoma. Alexis is the author of "Getting Grants: The
Complete Manual of Proposal Development and Administration," published by Self-Counsel Press in April 2006.

Shawn Black has been employed as the Executive Director of the Oklahoma Association of Youth Services since
2002. In this capacity, Mr. Black manages all aspects of Association state office operations. Mr. Black represents
the interests of a 41-member Association of nonprofit agencies representing $25 million in state appropriations. Mr.
Black oversees a staff responsible for developing training, technical assistance, and other seminars designed to
improve member agency operations. Additionally, Mr. Black advises member agencies on management and
operations, including financial, personnel, and program administration.
Previously, Mr. Black was employed for thirteen years with the Oklahoma State House of Representatives as a
Senior Fiscal Policy Analyst. During his tenure, he conducted fiscal analyses and research for the House
Appropriations and Budget Committee. Mr. Black was responsible for oversight of five state agencies, allocated
$750 million in state funds and $1 billion in federal funds annually. Other duties included analysis of state agency
expenditures and revenues, providing budget proposals and other fiscal information to the Speaker of the House
and the House Appropriations and Budget Chairman, and writing appropriations and other substantive legislation.
Shawn received a Bachelor of Business Administration degree in Marketing and a Master of Business
Administration degree in Finance, both from the University of Central Oklahoma.
