Compensation for grant proposal preparation services shall not be paid based
on a percentage of a grant or contract award.
With government grants and contracts, the cost of proposal preparation cannot
be included in a budget as a direct cost -- it must be part of an organization’s
overhead or administrative costs.
Very few foundations or other grant making organizations will permit the use of
