DEPARTMENT OF HEALTH AND HUMAN SERVICES
Health Resources and Services Administration
Health Resources and Services - $1,958,000,000, of which $88,000,000
shall be for necessary expenses related to leasing and renovating a
headquarters building for Public Health Service agencies and other components
of the Department of Health and Human Services, including renovation and
fit-out costs, and of which $1,870,000,000 shall be for grants for construction,
renovation and equipment for health centers receiving operating grants under
the Public Health Service Act.
Centers for Disease Control and Prevention
Disease Control, Research, and Training - $412,000,000 for acquisition of
real property, equipment, construction, and renovation of facilities, including
necessary repairs and improvements to leased laboratories.
National Institutes of Health
National Center for Research Resources - $300,000,000 for shared
instrumentation and other capital research equipment.
Office of the Director - $2,700,000,000 provided that $1,350,000,000 shall be
transferred to the Institutes and Centers of the National Institutes of Health and
to the Common Fund established under the Public Health Service Act in
proportion to the appropriations otherwise made to such Institutes, Centers, and
Common Fund for fiscal year 2009, and provided that these funds shall be used
to support additional scientific research and shall be merged with and be
available for the same purposes as the appropriation or fund to which
transferred.
Agency for Healthcare Research and Quality
Healthcare Research and Quality - $700,000,000 for comparative clinical
effectiveness research, provided that $400,000,000 shall be transferred to the
Office of the Director of the National Institutes of Health to conduct or support
comparative clinical effectiveness research. In addition, $400,000,000 shall be
available for comparative clinical effectiveness research to be allocated at the
discretion of the Secretary of Health and Human Services.
Administration for Children and Families
Payments to States for the Child Care and Development Block Grant -
$2,000,000,000, provided that funds provided under this heading shall be used
to supplement, not supplant State general revenue funds for child care
assistance for low-income families.
Social Services Block Grant - $400,000,000 allocated to States on the basis
of unemployment.
Children and Families Services Programs - $500,000,000 for carrying out
activities under the Head Start Act; $550,000,000 for expansion of Early Head
Start programs, of which up to 10 percent shall be available for the provision of
training and technical assistance to such programs and up to 3 percent shall be
available for monitoring the operation of such programs; and $200,000,000 for
carrying out activities under the Community Services Block Grant Act.
Administration on Aging
Aging Services Programs - $100,000,000 of which $67,000,000 shall be for
Congregate Nutrition Services and $33,000,000 shall be for Home-Delivered
Nutrition Services.
Office of the Secretary
Office of the National Coordinator for Health Information Technology -
$3,000,000,000 to carry out title XIII of this Act provided that of this amount, the
Secretary of Health and Human Services shall transfer $20,000,000 to the
Director of the National Institute of Standards and Technology in the Department
of Commerce for continued work on advancing health care information
enterprise integration through activities such as technical standards analysis
and establishment of conformance testing infrastructure so long as such
activities are coordinated with the Office of the National Coordinator for Health
Information Technology.

The 2009 American Recovery and Reinvestment Act was passed by Congress
and signed into law by President Barack Obama on February 17, 2009.
Otherwise known as the "Stimulus Bill," this comprehensive piece of legislation
contains $787.2 billion in targeted tax cuts and priority investments. Much of
the funding will be given out in the form of formula and competitive grants.
